Jack Leo is the Founder and Principal Consultant of The Probity Group, a security consulting and investigative firm specializing in premises liability, negligent security, law enforcement practices, security operations, and protective methodologies. He is a former senior federal law enforcement executive and security professional with nearly three decades of progressively responsible leadership in high-risk investigative, protective, and security environments. A veteran of both the U.S. Navy and U.S. Air Force, Mr. Leo began his federal career as a United States Border Patrol Agent before serving in the United States Marshals Service, ultimately attaining the position of Chief Deputy U.S. Marshal — the highest field-based leadership position within the agency. Over the course of his career, he directed and supervised complex investigations, fugitive apprehensions, witness protection operations, security assessments, and protective assignments across the United States and internationally. Mr. Leo possesses extensive expertise in security operations, threat assessment, investigations, protective methodologies, law enforcement procedures, and the evaluation of security policies, practices, and operational decision-making. His experience includes assessing security vulnerabilities, operational failures, incident causation, security adequacy, and the reasonableness of security measures in dynamic and high-risk environments — expertise directly applicable to premises liability and negligent security litigation. In addition to his domestic leadership experience, Mr. Leo served as an advisor to the governments of Mexico and Colombia on matters involving security, investigations, dignitary protection, and operational strategy. He was entrusted with the protection of high-risk witnesses through the U.S. Marshals Service Witness Security Program and participated in protective assignments involving U.S. Supreme Court Justices, Cabinet Members, and foreign dignitaries. Mr. Leo holds a Master’s Degree from Seton Hall University, is a graduate of the United States Military Academy at West Point Command and Leadership Program, and has completed executive education at Cornell University and Harvard University. He also holds the Certified Protection Professional (CPP) designation through ASIS, widely recognized as the preeminent credential in the security profession. Through The Probity Group, Mr. Leo provides objective, standards-informed analysis and expert opinions in matters involving negligent security, premises liability, security adequacy, law enforcement practices, investigations, protective operations, and security-related causation.
