Elaine Warga-Murray, MA, PCAM®, CMCA®, AMS®, is a nationally recognized property management executive, consultant, and expert witness with more than 44 years of leadership experience in the community association field. Entering the profession in 1981, Elaine quickly became a pioneer—most notably as the **first woman in the State of New Jersey to be awarded the Professional Community Association Manager (PCAM®)** designation from the Community Associations Institute (CAI). Elaine spent 38 years as the owner and CEO of two successful property management firms, overseeing thousands of residential units, supervising hundreds of employees, and directing the full spectrum of operations including governance, finance, maintenance, construction, and capital improvements. Her leadership extended into seven years as the owner and director of a maintenance and construction company, giving her unparalleled insight into contractor oversight, reserve planning, building systems, and restoration projects. Elaine has provided consulting services to more than **200 community associations**, helping boards and management teams improve operational performance, budgeting practices, governance protocols, and maintenance standards. As a long-standing member of the **CAI National Faculty** and former instructor within IREM’s educational programs, she has trained and mentored over 100 community association managers, shaping industry standards and professional ethics. For more than 20 years, Elaine has served as an expert witness in complex litigation matters involving property management practices, board governance, duty of care, maintenance protocols, contractual compliance, and operational failures.
