I am a retired U.S. Army Corps of Engineers Colonel and former Commander of the Jacksonville District, where I led one of the Corps’ largest engineering organizations responsible for civil works, military construction, navigation, coastal engineering, and environmental restoration programs across Florida, Puerto Rico, and the U.S. Virgin Islands. Over a 30-year career I directed and oversaw multi-billion-dollar federal infrastructure programs, including major components of the $8B Everglades Restoration Program and the Kissimmee River Restoration project.
