Hank L. Miller, JD, is an aviation executive, attorney, and FAA-certificated commercial pilot with more than 25 years of leadership across global flight operations, enterprise safety programs, and large-scale fleet acquisitions for Fortune 500 corporations, public utilities, healthcare systems, and FAA-certificated air carriers. He provides expert-witness consultation and testimony in aviation accident, product-liability, and regulatory-enforcement litigation, with a practice focused on human factors, operations, and safety. Mr. Miller began his career as a civilian helicopter flight instructor and commercial pilot, giving him hands-on airman perspective alongside executive and legal command. Through his firm, MAC Air – The Miller Aerospace Company, Mr. Miller delivers accident analysis, trial preparation, root-cause and human-factors evaluation, and standard-of-care opinions. His operational experience spans 14 CFR Part 121, 135, 133, and 145 operations, including corporate flight departments, helicopter air ambulance (HAA), utility and powerline aviation, aerial firefighting, MRO, and wide-body (B767) international airline operations. He has directed more than $100M in aircraft acquisition and completion programs, owned P&L budgets of $20M–$60M+, and served as 14 CFR Part 135 Director of Operations with direct FAA regulatory accountability across multiple air-carrier certificates. Mr. Miller has built and certified enterprise safety programs to the highest recognized benchmarks, including an FAA 14 CFR Part 5 Safety Management System (SMS) and IS-BAO Stage 2 and Stage 3 registration, the international gold standard for business-aviation safety. He has served as Aviation Branch Director under NIMS-ICS during hurricane and storm-restoration operations, coordinating accident and incident investigations with the FAA and NTSB.
