Dr. Emilio M. Justo is a board-certified ophthalmologist with more than 37 years of clinical and surgical experience in comprehensive ophthalmology, cataract surgery, glaucoma surgery, oculoplastic surgery, and cosmetic eyelid surgery. He is the founder of Arizona Eye Institute & Cosmetic Laser Center and its associated ambulatory surgery center, where he practiced for more than three decades before transitioning to independent consulting, expert witness work, and physician education. Dr. Justo has performed approximately 50,000 ophthalmic and oculoplastic surgical procedures during his career, including advanced cataract surgery utilizing femtosecond laser technology, premium intraocular lenses, intraoperative aberrometry (ORA), minimally invasive glaucoma surgery (MIGS), ptosis repair, upper and lower eyelid blepharoplasty, endoscopic brow lifts, entropion and ectropion repair, canthoplasty, and CO₂ laser-assisted facial rejuvenation. His practice has encompassed both medical and surgical ophthalmology, providing him with extensive experience in diagnosis, treatment planning, surgical decision-making, postoperative management, and complication management. He is board-certified by the American Board of Ophthalmology and is a Fellow of both the American Academy of Ophthalmology and the American Academy of Cosmetic Surgery. Dr. Justo maintains active medical licensure and has held numerous academic appointments, currently serving as a Clinical Assistant Professor at multiple medical schools (University of Arizona-Phoenix, Midwestern University-Glendale, A.T. Still College of Osteopathic Medicine, and Kansas City University), where he teaches medical students and residents in ophthalmology and surgery. Nationally recognized as an educator, Dr. Justo regularly lectures to physicians on cataract surgery, eyelid surgery, ptosis repair, CO2 laser blepharoplasty, cosmetic facial surgery, surgical anatomy, complication management, and practice development. He also conducts intensive live surgical training courses for ophthalmologists and cosmetic surgeons from across the United States and internationally, specializing in CO2 laser blepharoplasty (eyelid surgery). In addition to his clinical practice, Dr. Justo has served as a principal investigator in ophthalmic clinical research, participated in multiple FDA-regulated clinical trials, and has extensive experience reviewing medical records, interpreting ophthalmic diagnostic testing, evaluating standards of care, and assessing causation and damages in complex ophthalmic cases. Dr. Justo provides objective, independent expert opinions for both plaintiff and defense counsel. His services include medical record review, case screening, written expert reports, affidavits, depositions, trial testimony, independent medical evaluations, and consultation regarding standards of care, informed consent, surgical decision-making, postoperative management, and ophthalmic injuries. His combination of broad comprehensive ophthalmology experience, subspecialty surgical expertise, physician education, practice leadership, and decades of real-world clinical experience allows him to provide balanced, well-supported, and understandable opinions for attorneys, insurance carriers, and the courts.
