Minor is a licensed General Contractor, forensic construction consultant, insurance appraiser, and expert witness with more than 30 years of experience in commercial and residential construction, large loss property claims, hurricane damage investigations, construction defects, water intrusion, mold assessment, and building envelope failures. He serves as President of Complete General Contractors, Inc., a forensic consulting and construction firm operating throughout the Southeast United States. Mr. Minor has extensive experience providing expert analysis, litigation support, deposition testimony, trial testimony, and forensic investigations involving construction defects, storm damage, insurance disputes, roofing failures, moisture intrusion, fenestration failures, flood-related losses, structural damage, and remediation issues. His work includes complex residential, commercial, industrial, condominium, and coastal properties. He is licensed as a Certified General Contractor in Florida, North Carolina, and South Carolina, and also holds Florida licenses as a Mold Assessor (MRSA) and Mold Remediator (MRSR). Additional credentials include Certified Floodplain Manager (CFM), WIND Certified Appraiser, WIND Certified Umpire, FAA sUAS Remote Pilot, HAAG Certified Wind Inspector, and Water Damage Restoration Technician (WRT). Mr. Minor has participated in numerous hurricane deployments and research initiatives with the Florida Coastal Monitoring Program (FCMP), University of Florida, and other organizations studying the effects of hurricanes and severe weather on the built environment. He has worked on investigations involving wind damage, flood damage, building code compliance, roofing systems, water intrusion, moisture migration, and structural failures. He has served as an instructor, presenter, and lecturer for organizations including the Windstorm Insurance Conference, National Hurricane Conference, Florida State University, Lorman Education Services, and other industry educational programs. His presentations and publications have addressed topics such as hurricane losses, wind versus surge damage, construction defects, stormwater management, mold remediation, floodplain regulations, and insurance appraisal practices. Mr. Minor has extensive expert witness and litigation experience in state and federal courts, including depositions, trial testimony, mediation, arbitration, and construction litigation support involving insurance claims, construction standards of care, repair scope disputes, property damage causation, and contractor performance issues.
