I am a Professor of Meteorology and Atmospheric Science at Penn State University and a Certified Consulting Meteorologist specializing in forensic meteorology for litigation and regulatory matters. I provide expert analysis of weather conditions, hazards, and causation for civil and criminal cases across the United States. My forensic work includes reconstruction and interpretation of severe weather events, including thunderstorms, tornadoes, hail, damaging winds, turbulence, and aviation-related weather hazards. I routinely analyze historical observations, radar and satellite data, reanalysis products, numerical weather model output, and site-specific meteorological conditions to assess weather impacts at precise locations and times. I am one of the world’s leading experts on severe weather and thunderstorms, with extensive experience in weather modeling, forecasting, and decision support. I am widely published in peer-reviewed scientific journals and have led more than $10 million in government and private-sector funded atmospheric research, including work for utilities, private companies, and the U.S. Department of Defense. My professional experience includes forecasting for severe weather and air-quality field campaigns, operational support for weather-sensitive operations, and expert consulting on weather-related liability, causation, and standard-of-care questions.
