Matthew Myers, MS, MPA, is a nationally recognized expert witness and consultant in drug- and alcohol-related human performance impairment. With over 20 years of investigative experience and advanced clinical toxicology education, Matt brings a unique interdisciplinary perspective to civil litigation, combining scientific expertise and practical experience. Areas of Expertise Matt’s consulting practice focuses on civil matters, including impaired driving crashes, dram shop liability, alcohol service, workplace impairment, and other related areas. His services include case review, toxicology interpretation, behavioral analysis, alcohol calculations, procedure evaluation, and assessment of evidentiary sufficiency against accepted standards. His background in pharmacology and toxicology, along with practical experience evaluating impaired individuals, allows him to explain both the mechanisms of drug and alcohol effects and describe their real-world impact from personal observations. Expert Witness Experience Matt has testified dozens of times and has served as the primary expert witness in multiple Daubert hearings addressing the admissibility of scientific evidence. He has been qualified as an expert in toxicology, the effects of drugs and alcohol on human performance and behavior, gaze-evoked nystagmus, standardized field sobriety testing, drug recognition, and related topics. Matt works with both plaintiff and defense counsel, providing independent, scientifically grounded opinions to assist the court and jury in reaching informed, evidence-based decisions. Education and Affiliations Matt holds a Master of Science in Clinical Toxicology from the University of Florida College of Pharmacy and a Master of Public Administration from Columbus State University. He has completed extensive additional education on pharmacology and toxicology through the Center for Forensic Science Research & Education, Harvard Medical School Extension, and other professional organizations. Matt serves on several national and international expert advisory bodies, including the International Association of Chiefs of Police (IACP) Drug Recognition Expert Technical Advisory Panel, where he chairs the Scientific Working Group, and the American Academy of Forensic Sciences’ Forensic Toxicology Standards Board. He is also a member of the IACP Roadway Safety Committee and the National Safety Council Alcohol, Drugs, and Impairment Division. Speaking Engagements Matt lectures at national and international conferences to audiences including forensic toxicologists, medical professionals, attorneys, judges, and law enforcement officers.
