Dr. Holliday is a Registered Dietitian Nutritionist with 20 years of professional experience, including more than 17 years providing clinical nutrition leadership within the Federal Bureau of Prisons (BOP), the largest correctional system in the United States. His expertise is heavily centered in clinical nutrition care, medical nutrition therapy, health care systems, food service operations, and standards of care in dietetic practice. He served as a clinical dietitian from 2007–2009 and currently serves as the Acting Chief Clinical Dietitian for the BOP, overseeing and advising on complex clinical nutrition matters across the federal correctional system. Since 2013, he has also served as Chief of Nutrition and Dietetics for the BOP. In 2021, Dr. Holliday was selected by the U.S. Surgeon General to serve as the 10th Chief Dietitian Officer of the United States Public Health Service (USPHS), a nationally recognized leadership role within federal healthcare and public health. Dr. Holliday has extensive experience collaborating with government senior executives, attorneys, and multidisciplinary healthcare teams on complex nutrition and dietetics issues, including clinical standards of care, policy interpretation, regulatory compliance, and medically prescribed nutrition therapies. His work has included preparation of legal, policy, and budgetary communications for the U.S. Department of Justice, U.S. Attorneys’ Offices, Congress, the Office of the Surgeon General, and the Executive Office of the President. In addition to his administrative and clinical leadership experience, Dr. Holliday has authored numerous peer-reviewed publications, delivered national and international presentations, and consulted with private law firms, state attorneys general offices, and public health agencies regarding nutrition care, food service operations, and dietetic practice standards. He has also served as a consultant to the National Restaurant Association and as an adjunct instructor at two universities.
