Jeffrey A. Goldshine, CPM, is a property management consultant and expert witness with five decades of hands-on operational leadership experience in multifamily residential real estate, property management operations, asset management, and organizational oversight. Over the course of his career, he has overseen the management and operation of more than 70,000 apartment units across 23 states and has held senior executive leadership roles including President, Chief Operating Officer, Executive Vice President, Senior Vice President, and Partner. Mr. Goldshine provides expert witness services and litigation consulting in matters involving property management standards of care, premises liability, multifamily operations, life safety practices, maintenance operations, risk management, security-related issues, property inspections, operational oversight, vendor coordination, and owner-management operational disputes. His work focuses on evaluating how properties are actually managed in practice, including inspection and maintenance procedures, response to reported conditions, corrective and preventative maintenance practices, property management policies and procedures, vendor oversight, staffing and supervision practices, resident safety issues, and day-to-day operational decision-making. Unlike purely academic or theoretical approaches, Mr. Goldshine’s opinions are grounded in real-world operational experience developed through decades of direct responsibility for property performance, operational execution, organizational leadership, and risk management across large multifamily residential portfolios. His operational background includes work with owners, developers, third-party management companies, REITs, and asset management organizations involving a broad range of property management, maintenance, operational, financial, and organizational issues. In addition to multifamily residential matters, Mr. Goldshine’s expert witness and consulting experience has also included condominium and HOA matters, single-family residential issues, commercial and retail property matters, mixed-use operational environments, and broader premises liability and operational oversight disputes. Mr. Goldshine has participated in more than 65 expert witness matters involving multifamily property management operations, premises liability, standards of care, maintenance practices, and operational oversight issues. His work has included case evaluation, expert report preparation, operational analysis, deposition testimony, trial testimony, and litigation consulting. He has been retained by both plaintiff and defense counsel and is known for providing practical, fact-based opinions grounded in accepted industry practices and real-world operational realities. Throughout his career, Mr. Goldshine has also been responsible for the development, implementation, and oversight of property management policies, procedures, operational standards, maintenance programs, staffing structures, and risk management practices, giving him a unique “both sides of the desk” perspective on how standards are established, implemented, interpreted, and applied in actual property management operations.
