Mr. Douglas B. Blatchford, PE (AZ, CA, CO, NM, NV, UT) has over 38 years of experience as a water resource professional. His experience includes dam safety, infrastructure design, energy, geographic information systems, groundwater hydrology, remote sensing, river systems, and surface water hydrology, with a focus on flooding, floodplain management and hydrology. Mr. Blatchford served the US Government (Interior, Reclamation) as the River Operations Manager on the Lower Colorado River, involved with water deliveries to Phoenix, Tucson, Los Angeles, San Diego, and irrigators in southern California, southern Arizona, and Mexico. He actively served west wide in Reclamation’s dam safety program, and interfaced extensively with the USGS, the USACE, NOAA, the Colorado River Basin Forecast Center (CBRFC), Mexico, and many irrigators, local and state agencies, and non-Governmental organizations. Mr. Blatchford actively supported operations work on the Rio Grande River downstream of Elephant Butte Reservoir in New Mexico and Texas. He previously served as the chair of the Association of Engineering Geologists, Southwestern Section, and is a member of the Association of State Floodplain Managers, and past member of the Association of State Dam Safety Officials, the American Public Works Association, the American Institute of Hydrology, the American Society of Civil Engineers, and the Colorado River Water Users Association. Mr. Blatchford is also a licensed Federal Aviation Administration (FAA) small Unmanned Aerial Systems (sUAS) pilot and has integrated aerial drone videography and imagery into his water resource practice. He holds a certificate in Remote Sensing and Geospatial Intelligence from The Pennsylvania State University.
