Seniors Housing including Independent Living, Assisted Living, Skilled Nursing Facilities, Continuing Care Retirement Communities, HUD FHA Multifamily, Healthcare, Public and Section 8 Housing, EB5 Investments, residential Cooperatives,. Expert Witness experience includes financial and document analysis, report preparation, deposition, assistance in deposition and cross examination of opposing witnesses, and Federal and State Supreme Court testimony . Mr. Vaughn served as Director of the Office of Residential Care Facilities, part of the Office of Healthcare Programs in the Office of Housing in the Department of Housing and Urban Development. Mr. Vaughn was directly responsible for origination and asset management activities related to the $20 billion portfolio of Section 232 Insured Mortgages on Skilled Nursing and Assisted Living Facilities and represented HUD at industry events and before Congress. In previous government service, he has worked in the Office of Affordable Housing Preservation (Section 8 Mark to Market) and the Office of Public Housing Investment (Hope VI program) at HUD, and as Chief Asset Officer of the Public Buildings Service at the US General Services Administration (GSA). In the private sector, Mr. Vaughn was a senior vice president at Walker & Dunlop, one of the largest commercial mortgage companies, and at the Bank of New York’s Fannie Mae/Freddie Mac Multifamily lender. Mr. Vaughn held a Series 7 and Principal’s (Series 21) License at National Partnership Exchange, making a market and evaluating large numbers of Real Estate Limited Partnerships. He also served on the boards of several Residential Cooperative Communities. References available on request.
