With over 37 years of transportation engineering experience, I am a passionate advocate for roadway safety. My expertise includes the planning, design, construction, operation and maintenance of roadways and traffic control devices. I am a registered civil engineer in California and hold a Professional Traffic Operations Engineer (PTOE) certificate from the Transportation Professional Certification Board. I have achieved the position of Public Works Life Fellow (PWLF) with the American Public Works Association (APWA) and designation as a Fellow of the Institute of Transportation Engineers (ITE). I am the immediate past chairman of the CaliforniaTraffic Control Devices Committee and am a member of the National Committee on Uniform Traffic Control Devices, Temporary Traffic Controls Technical Committee. Through my work on these committees, and many years of experience, I have developed significant expertise with the Manual of Uniform Traffic Control Devices (MUTCD) and the California Manual of Traffic Control Devices (CAMUTCD). I am a Recognized Peer in the FHWA Office of Transportation Operations Peer to Peer Program on Traffic Control Devices. I served as a peer reviewer for the ITE Transportation Planning Handbook 4th Edition, and for the recent PTOE certification exam update. In my work as the former Director of Public Works for a respected Southern California resort city I sought to maximize safety for all road users including pedestrians, bicyclists, the disabled, and motorists. This required careful attention to pavement, sidewalk, wheelchair ramps, ADA issues, traffic signals, bike lanes, striping and markings, signs, parking lots, parks, medians and landscaping. Over the course of many years I represented my agencies through numerous fact-finding reviews and depositions as the person most knowledgeable on staff. I have served as a consulting expert to other expert witnesses in many cases in recent years.
