McDonald Public Safety Consulting, LLC., provides expert witness consulting related to Emergency Medical Services & other areas of public safety such as law enforcement, security, fire protection, emergency management & safety. Dr. McDonald, the Executive Director & Principal Consultant, is a paramedic certified by the National Registry of EMTs, along with the States of New York, New Jersey, & Pennsylvania. Dr. McDonald is also a trained armed executive protection specialist & has consultants who are retired "Brass" from the NYPD and FDNY. Dr. McDonald has been in public safety for over 25 years & has held positions in various EMS agencies including private, municipal, & not for profit organizations. Dr. McDonald has held positions in all areas of EMS including operations, management, education, QA/QI, & performance improvement. Dr. McDonald has held leadership roles for a large hospital system in New York City where he had responsibilities in the EMS, Public Safety, & Emergency Preparedness departments. Dr. McDonald is a Certified Medical Legal Consultant & he holds a Bachelor's Degree in Emergency Management & Fire Protection from the State University of New York, a Master's Degree in Public Administration from Columbia Southern University & a Doctorate in Public Policy & Administration with a concentration in Policy Analysis from Walden University. Dr. McDonald is a 2013 Fellow of the Emergency Management Academy, a 2014 graduate of the Harvard University John F. Kennedy School of Government's Executive Leadership Program "Crisis Leadership in Higher Education", a 2018 Fellow of the American College of Paramedic Executives, & a 2018 Certified Emergency Manager. Dr. McDonald is a New York State Department of Health Certified Instructor Coordinator, Nationally Certified EMS Educator, Certified Chief Training Officer, a certified instructor for all American Heart Association disciplines including Basic Life Support, Advanced Cardiac Life Support, Pediatric Advanced Life Support & ACLSEP. Dr. McDonald is certified to teach several courses sponsored by the National Association of EMT's & has contributed to the creation & revision of several of those courses. Dr. McDonald is Affiliate Faculty for the National Association of EMT's. Dr. McDonald is also active with the NREMT for paramedic standards and testing development. Most recently, Dr. McDonald has been recognized as a subject matter expert by the National Registry of EMTs (NREMT) & appointed as a representative for the NREMT during psychomotor examinations & as a contributor to the national cognitive written EMS boards examinations. Dr. McDonald recently attended a six week long executive leadership course at The Columbia University School for International and Public Affairs Picker Center for Executive Education titled "Leading with Impact: Skills for Complex Challenges. Dr. McDonald is currently earning a Master's Degree in Legal Studies from Trinity Law School. Dr. McDonald will provide free initial phone consultations & subsequently the review of all relevant material, verbal reports, written reports, etc. Dr. McDonald will perform research as needed & provide a written report based on his findings as requested by counsel. Dr. McDonald will attend depositions & testify in court as needed.
