I am a ship master, who has operated a maritime consultancy here in South Florida for the past ten years. During my sailing career I worked on ocean going towing vessels, towing-supply vessels engaged in rig supply and rig moves, container ships, general cargo ships, bulk carriers, roll on-roll off ships, trailer ships, crane ships, tankers, passenger ships, a missile tracking ship and a spy ship. As a subject matter expert I have worked with admiralty attorneys in Florida, New York City and the Gulf of Mexico. I am experienced, proficient and versed in the following competencies. Piloting, the COLREGS, vessel navigation and ship handling. The use of mooring equipment and ground tackle. Vessel stability, cargo handling and stowage. Opening and closing of hatches and holds, ramps, side ports and water tight doors. Hull preservation and maintenance and safe work practices. Operation of vessel survival craft. Operation of ships cargo gear to include container gantries, booms, cranes, associated lifting appliances. Cargo securing, Stevedoring-Longshore and Harbor Workers' Compensation Act. Passenger vessel safety. HAZMAT and enclosed space entry. Pilot boarding arrangements. Ocean towing. Ship and Facility security. Implementation and compliance with our domestic laws and international conventions such as CFR's, STCW, SOLAS, ISM, ISPS, MARPOL, MLC, IMDG Code. I am a flag state surveyor for the Administrations of the Marshall Islands, Cook Islands and Vanuatu and a Daily Surveyor for the National Cargo Bureau. In addition I perform on and off hire surveys, fit for purpose surveys, safety surveys and vessel and facility security audits in accordance with the MTSA- 2002 and ISPS Code. I am a contract instructor at the largest maritime training school in the United States. I still sail on my license, holding a United States Coast Guard Unlimited Masters License and a United Kingdom Certificate of Equivalent Competency.
