I completed an internship in Internal Medicine and residency in Emergency Medicine at USC LA County Medical Center. In 1981 I became first residency trained specialist in Emergency Medicine to join the ER partnership at Cedars Sinai Medical Center. Prior to attending medical school at Loyola University of Chicago Stritch of Medicine (1978) I had completed a post doctoral [Pharm.D.] residency where I also taught clinical pharmacology to graduating seniors at USC School of Pharmacy. In 1983 I opened the first freestanding urgent care center in the greater Los Angeles area. In 1984 was appointed as the United States Civil Surgeon serving the western region for U.S. Department of Defense . In 1991 co-founded and became first president of the "Urban Claims Association" an educational and a networking opportunity for insurance company administrators and executives which by 1992 had become a spearhead organization that led to California's 1993 Workers Compensation Fraud Act related legislation. In 1992 I created the concept of the "primary treating physician" that was later codified into workers compensation law. I am familiar with various aspects of workers compensation fraud and insurance fraud included fraud created by insurers, third party administrators, and their PPO's and "defense attorneys". My experience as a residency trained specialist in emergency medicine spans 40 years in which nearly 20 years as a medical director [Urgent Care], and nearly 35 years of experience working in an urgent care / occupational medicine clinic setting. I am a former California State appointed Qualified Medical Evaluator [QME]. I have testified as an expert in federal, Los Angeles Superior Courts but not in recent years. Prior to attending medical school after earning a Pharm.D. at USC School of Pharmacy I completed a post doctoral clinical residency in Pharmacy during which time I taught pharmacology to graduating seniors at USC School of Pharmacy.
