Twenty-two years as a safety professional serving the motor carrier industry combined with a previous 22 year career as a Texas State Trooper yields a highly trained, experienced, and versatile professional who is seasoned in all aspects of trucking safety and regulatory compliance and understands the intricacies involved when dealing with CMVs, their drivers, and the trucking companies. Ten of my 22 years as a State Trooper with the Texas Department of Public Safety (TXDPS) were in the License and Weight Service, now called Commercial Vehicle Enforcement. In 1990, I was one of seven Texas State Troopers appointed to be an Associate Staff Member to the USDOT’s Transportation Safety Institute (TSI) in Oklahoma City, OK and subsequently to the National Training Center (NTC) in Washington, DC. I trained multiple federal, state, and local enforcement agencies across the United States in the Federal Motor Carrier Safety Regulations and the North American Standard Level I Roadside Inspection Certification Course. My qualifications also include past certification and performance as a Compliance Review Investigator with TXDPS. Since retiring from TXDPS in 1997, I have compiled 22 additional years as a safety and regulatory compliance professional in the trucking industry, in both interstate and intrastate Texas operations, and I have served as a Designated Corporate Representative, Safety Director, and Designated Expert in trucking litigation. Having been involved corporately for many years, I understand the essential relationship between Safety and Operations and how neither can function properly or profitably without the other. The expertise, proficiency, and insight I acquired during these two careers gives me a unique perspective to see “both sides” of a complex trucking safety issue and to bring a multi-faceted approach to determining the correct response as I provide consulting and expert testimony for trucking and transportation litigation support.
