He is a hydrologist and civil engineer with over 35 years of emphasized experience in the water resources field and has completed or supervised the completion of planning, design and technical analysis for over 2,500 projects in the specialized disciplines of storm water planning and engineering, floodplain management, flood control, street and highway drainage, drainage policy, environmental documentation and litigation.
